Two Very Different Sets of Rules
Within the EU, motorhomes move relatively freely since member states share a single customs union, meaning no import duties or VAT declarations are required when crossing internal borders. The situation changes significantly once a non-EU country is involved. Switzerland and Norway, for example, are not EU members, so customs clearance is required at those borders even when travelling from one EU country to another.
For temporary stays in non-EU countries, a document called the ATA Carnet can serve as a customs passport for the vehicle. It permits duty-free and tax-free temporary admission for up to one year and is accepted in around 78 countries and customs territories. Without the correct temporary admission documentation, travellers risk being held at the border or facing unexpected deposit requirements.
